Terry Group actuaries bring decades of consulting experience in pensions, healthcare and insurance to our dispute resolution work. We provide objective expert advice and testimony in support of resolving disputes involving plan design and administration, employee communications, and actuarial / financial determinations.
We’ve recently expanded our team with two new members, both of whom have outstanding reputations as leaders in the actuarial profession:
- Evan Inglis joins us from the PBGC where he was Chief Policy Actuary. He is one of the few U.S. pension actuaries with deep experience in financial markets and how pension assets and liabilities together influence pension promises and underlying government guarantees.
- Larry Sher joins us from another pension consulting firm. He has substantial expert testimony experience in a wide range of ERISA matters, including disputes involving cash balance plans where his expertise is unparalleled.
Brief bios of our full team of experts are below.
Elena (Lena) V. Black

Education
MS and PhD in Mathematics, University of Maryland, College Park; Equivalent of undergraduate education (Mathematics) Moscow State University
Summary of Experience
Dr. Black has deep expertise in data science, stochastic modeling, predictive analytics, capital markets and yield curves, and mortality and mortality improvement – much in the context of financial management of pension systems. She is a leading researcher and has keynoted the leading actuarial research conference. Dr. Black is The Terry Group’s primary researcher on dispute resolution projects.
Dr. Black is a Fellow of the Society of Actuaries, an Enrolled Actuary under ERISA, a Member of the American Academy of Actuaries, a Fellow of the Conference of Consulting Actuaries, and a Chartered Financial Analyst.
Dr. Black is a member of the board of directors of the American Academy of Actuaries where she has also served as chair of its Pension Committee. She has served on the Retirement Plan Experience Committee (RPEC) and the Mortality Improvement Subcommittee of the Society of Actuaries.
Prior to joining The Terry Group, Dr. Black taught at the Wharton School at the University of Pennsylvania and worked as a pension consultant and the actuarial research lead for a major insurance company.

Liaw Huang
Education
PhD in Mathematics, University of California at Berkeley; Bachelor of Arts, Rutgers University
Summary of Experience
Dr. Huang is a quantitative modeling expert in pensions, healthcare, stock option valuations, and executive benefits. He has served as the lead pension actuary for one of the country’s largest corporate pension plans and is a co-lead of The Terry Group’s litigation research and pension compliance efforts.
Dr. Huang is a Fellow of the Society of Actuaries, an Enrolled Actuary under ERISA, a Member of the American Academy of Actuaries, and a Fellow of the Conference of Consulting Actuaries.
Dr. Huang has served as a member of the American Academy of Actuaries Retiree Benefits Subcommittee and of the Academy’s Data Science and Analytics Committee. He is a prominent speaker at actuarial and longevity research conferences both domestically and internationally.
Prior to joining The Terry Group, Dr. Huang taught mathematics at Indiana Wesleyan University and worked as a pension and healthcare actuary in both the consulting industry and with a major financial institution.

R. Evan Inglis
Education

Summary of Experience
Mr. Inglis is an expert in retirement and pension strategy, design, investing and public policy. He is a thought leader on how pension assets and liabilities together influence pension promises and underlying government guarantees.
Mr. Inglis is a Fellow of the Society of Actuaries, an Enrolled Actuary under ERISA, a Member of the American Academy of Actuaries, a Fellow of the Conference of Consulting Actuaries, and a Chartered Financial Analyst.
Mr. Inglis has served on the board of directors of the Society of Actuaries and, among his many volunteer roles, chaired the seminal Pension Finance Task Force – jointly sponsored by the Society of Actuaries and the American Academy of Actuaries to increase the understanding and awareness of principles of finance and economics in the U.S. pension actuarial profession. Mr. Inglis also advises various international governments and NGOs on pension system design and financing.
Prior to joining The Terry Group, Mr. Inglis served as a consultant in the investment management and actuarial consulting industries. Most recently, Mr. Inglis served as Chief Policy Actuary at the PBGC.

Yi-Ling Lin
Education

Summary of Experience
Ms. Lin is an expert in healthcare and risk analytics. She has expertise in both health benefits and health insurance and has managed major dispute-related matters in health insurance, retiree health contractual obligations, Medicaid contracting, and prescription drug pricing.
Ms. Lin is a Fellow of the Society of Actuaries, a Member of the American Academy of Actuaries, and a Fellow of the Conference of Consulting Actuaries.
Ms. Lin has served as president of the Conference of Consulting Actuaries and has served as a member of the Health Equity Task Force of the American Academy of Actuaries.
Prior to joining The Terry Group, Ms. Lin worked as a healthcare actuary in the health insurance industry, in the actuarial consulting industry, and with a major financial institution.

John H. Moore
Education
Bachelor of Science in Applied Mathematics, University of Colorado (Boulder).
Summary of Experience
Mr. Moore is a strategy and compliance expert in pensions and employee benefits. He has served as the chief retirement actuary at The Terry Group and at two previous consulting firms – a position demanding both pension compliance expertise as well as proficiency in a wide range of actuarial professionalism matters.
Mr. Moore is a Fellow of the Society of Actuaries, an Enrolled Actuary under ERISA, a Member of the American Academy of Actuaries, and a Fellow of the Conference of Consulting Actuaries.
Mr. Moore has served as a member of the board of directors and as secretary-treasurer of the American Academy of Actuaries, as well as its vice president for pensions. He has also served on the Professionalism Committee of the Conference of Consulting Actuaries. Mr. Moore is also chair of the Board of Actuaries for the U.S. Department of Defense.

Lawrence (Larry) J. Sher
Education
Bachelor of Arts in Mathematics, Rutgers University
Summary of Experience
Mr. Sher is a leader in the U.S. actuarial profession and a nationally recognized expert on innovative retirement programs, particularly cash balance plans. He is often called upon to provide expert testimony in complex ERISA and retirement plan disputes.
Mr. Sher is a Fellow of the Society of Actuaries, an Enrolled Actuary under ERISA, a Member of the American Academy of Actuaries, and a Fellow of the Conference of Consulting Actuaries.
Mr. Sher served as a member and vice chair of the Actuarial Standards Board, the group that promulgates standards for actuaries practicing in the U.S. He also has served as president of the Conference of Consulting Actuaries and has served as a member of the board of directors of the American Academy of Actuaries as well as vice chair of its Pension Practice Council. Mr. Sher also originated the annual “Gray Book” initiative that for several years obtained informal guidance from the IRS on a wide range of technical issues not addressed in formal guidance.

Thomas (Tom) S. Terry
Education

Summary of Experience
Mr. Terry is an expert in pensions, employee benefits, and Social Security. He is an experienced testifying expert in matters related to pensions – including private pensions, public-sector pensions, and multiemployer pensions – as well as matters related to retiree health benefits, federal government contracting, public and private bankruptcies, utility rate matters, and actuarial malpractice.
Mr. Terry is a Fellow of the Society of Actuaries, an Enrolled Actuary under ERISA, a Member of the American Academy of Actuaries, and a Fellow of the Conference of Consulting Actuaries.
Mr. Terry has served as president of several actuarial professional associations including the American Academy of Actuaries, the International Actuarial Association, and the Conference of Consulting Actuaries, and has chaired various committees of all of those associations. He has served as a member of the Social Security Advisory Board’s Technical Panel on Actuarial Assumptions and Methods. Mr. Terry currently serves as chair of the Board of Actuaries of the Civil Service and the Federal Employees Retirement Systems, as well as the chair of the board of the Global Aging Institute.
Prior to founding The Terry Group, Mr. Terry held various leadership positions in the actuarial consulting industry.
