Donovan is an expert in healthcare compliance with over 35 years of diverse leadership experience. His rigorous compliance perspective coupled with his deep operational experience helps organizations meet the requirements of Medicare Advantage (MA), Marketplace and other managed care programs.

Donovan has provided expert testimony for the Department of Justice related to several MA risk adjustment and managed care cases. He has also been engaged for health care fraud investigations in California, Arizona and Arkansas.

Prior to working with The Terry Group, Donovan held positions with Centene (previously Health Net) as VP, Corporate Compliance and VP, Operations and Interim Medicare Officer with sales and profit and loss responsibility for the Medicare and MMP programs in California. Donovan was also SVP for Conversion Health, with a specialized focus on disease management programs for asthma and COPD patients. Previous to that, Donovan was a principal in a MA risk adjustment consulting firm that developed software applications to assist physician practices in assessment of care gaps.

Donovan received a Regional Administrators citation from the Health Care Financing Administration (now Centers for Medicare & Medicaid Services – CMS) for development of industry tools and training related to claims compliance. He has testified at the U.S. Department of Health and Human Services subcommittee hearings on compliance burdens, and has separately worked to promote rulemaking changes related to the MA appeal procedures as well as CMS audit protocols.

Donovan holds a bachelor’s degree from the University of California, Los Angeles. He is certified in Healthcare Compliance and also holds a certificate in Health Care Management from the University of Southern California.
